| Keystone Valley Regional Fire District (KVRFD) and Keystone Valley Fire Department (KVFD) are expanding our service delivery model for 2026 to better meet the growing needs of the communities we serve.
Since regionalization, KVFD has maintained 24/7 career Emergency Medical Services staffing. In 2020, KVFD expanded EMS operations by staffing a second ambulance at times to help manage increased call volume and service demands, particularly during and following the COVID-19 pandemic.
Beginning in 2026, KVRFD and KVFD will further enhance our staffing model by adding Part-Time Career Firefighter/EMTs to supplement and support our dedicated volunteer responders.
Volunteerism remains a vital and highly valued component of the fire service. However, the continued decline in volunteer participation—both locally and statewide—combined with increasing call volume, has placed additional demands on available responders. Through cooperative studies and strategic planning, the Keystone Valley Regional Fire District continues to adapt by expanding the availability of career personnel, particularly during daytime hours when volunteer availability is most limited.
Emergency services are experiencing significant change due to rising call volumes and continued population growth driven by residential and commercial development. With this growth comes the responsibility to evolve service delivery models to ensure the ongoing safety and protection of our communities. KVFD continues to evaluate and implement service duplication strategies with our apparatus and staffing models to remain effective and resilient. We remain committed to adapting to change while maintaining our guiding principle: “Working Regionally to Survive Locally.”
We extend our sincere appreciation to our stakeholders and partners who helped make this initiative possible. The municipalities of Parkesburg Borough, West Sadsbury Township, and Highland Township, along with a contracted EMS service agreement with Sadsbury Township (Chester County), have played a critical role in supporting this expansion. Their partnership allows us to continue providing a high level of emergency services throughout our region.
Volunteering will not stop. We continue to rely on and welcome dedicated volunteers. If you are interested, stop by the station—come in and help us help you. Our volunteers are outstanding individuals who dedicate significant time, often away from family and friends, to serve others.
